We will most likely be playing a session of antistasi. We might be playing a mini-op beforehand if i finish it.
We are off to a somewhat good start but we need to shore up our manpower and income to train and recruit a militia. We should avoid capturing territory for the time being, as that will increase the "war level", and we are not ready for conventional war.

Since we should be avoiding territory capture for the moment, is there other ways to get more manpower than trying to convince surrendered enemies to join us?

Primarily Hostage/POW rescue missions and controlling villages.
I think war level only increase when we take installations from the Opfor, i don't think gaining control of villages count. There is also a small increase in war level when we kill the enemy, but it is very small compared to taking territory.
