In the last sentence does it mean that Britain holds the record for most people killed in a country from V-1 Cruise Missiles?

If so I find it strange that they also say... 'this record still stands'...

Considering not many countries are going to come under attack from V-1's in this day and age...?
 
I think they mean cruise missle attacks in General.

Unfortunately, yes. Maybe, but not anytime soon. There will come a time when someone will have the resources and the inclination to build/acquire them and use them.
