The Papal States (yes, the Pope had armies and fought wars in those days...)
Kingdom of Naples
Holy Roman Empire may also send their Landsknechte armies under certain circumstances.
Smaller Italian states (only included a few, as there were far too many if you include free cities) can defend and accept siege, but have no active armies:
Savoy (ally of France), Genoa, Mantua and Siena)
