On Building a CM:BN scenario are you better off excluding the vehicle pack?

Lions of Carpiquet required users to have the vehicle pack since I needed AT bunkers and pretty much every type of Hobart funny. Still has one of the highest dloads on the Scenario Depot.

I aspire to design scenario's some day. My thinking is to use only use the packs necessary to represent the forces and situation. This allows a broader audience to download and play. "Lions of Capriquet" by @Ithikial exemplify this.
