Pot Holes in Germany

I was watching the news eating my porridge this morning when the news reader started this one, A town in Germany as advertised for people to buy a pothole, I thought what next, well the idea is you buy the hole and when they fill it your name is etched into the tarmac or filler what ever it is.....Away to help cash strapped Council's, can't make up my mind if that is strange or what
