question about spotting

right now I have a situation in FI where my two armored cars are sitting right next to each other facing a town with a small open field at their 2.

both commanders were killed by infantry in the town about 75m to their 12, which kept shooting at the armored cars after they buttoned up. lots of tracer fire from an obvious location in some small shrubs.

I had both cars target arcs include the town and field, but the angle of their arc makes it so their turrets are turned slightly away from the infantry and they didn't see them.

I tried no arc and they didn't see them.

I've tried a narrow arc to force them to spot, but then sometimes they still won't see them and risk ignoring good targets right outside the arc.

it's obvious where the tracers are coming from...what's the best way to handle this?

note: no infantry support
 
ahh yes I forgot to mention...there's a wall involved....it's sitting between the units, but the armored cars can 'see' them from my angle, but when i tried 'target area' it says they don't have the angle, and can only target the wall...even though they can shoot at me.

i've replayed this situation a couple times, after a couple turns one of the cars saw the infantry by itself and shot them right in the spot it wouldn't let me manually target
 
There are a few things to think about in this situation.

Spotting
Yes, a buttoned up AC will not see very well. Especially one down a crew member. As you found in some of your runs they will sometimes / eventually spot them. Turning the turret will effect spotting because it will effect some of the crew's facing. Tracers for every round in the game are for play-ability only. So, IRL and in the simulation the incoming fire is not all tracers.

Covered Arc
My opening position on covered arc are they are for preventing your units form firing. So, unless you don't want them to fire don't use them. The only exception is to turn the turret for a vehicle. Personally, the few times I do that I always create a 180 degree arc and make sure it is big enough to cover the entire map. Like I said covered arcs are for preventing your units from firing. Do you want them to fire on targets of opportunity? Yes, don't use cover arcs!

Area targeting
Do it lots. Do it to a location as close as possible to what you suspect is there. So in this case if you can target the wall they are hiding behind, or are 10m or so behind, then just do it. They will feel it even if you cannot get a direct target on them. Frequently your units will directly target spotted units that popup too. The only thing area targeting might prevent is shooting at low priority targets of opportunity not near the area target.

There are some limitations in the game engine surrounding urban fighting. I cannot tell if this falls in that category but tanks and ACs do have issues in some instances where they cannot area target a building that they can clearly see but can directly target an enemy unit that pops up in that building. Like I said I am not sure if this is something you are hitting but check out the threads linked here in the section titled "Targeting Buildings":
 
It might be because the guys in the house see the car's turret poking up, but the guys in the AC are in the hull and get their LOS blocked by the wall...
 
I had a situation in a CMBN game I'm playing whereas I have a Tank using "Area fire" against a target to get him to move. Weird thing is the dialog box for my tank states "Aiming...Firing..spotting...aiming ....firing" But he never fires a shot. I've had this a few times in CMBN, has anyone else?
 
Never came across that before.

That's interesting. I see it in nearly every game. Mostly happens when checking LOS from waypoints. Then when the unit arrives, it finds there is no LOS after all.

Basically it's when LOS is marginal. Sometimes, the unit will cycle through spotting/firing a very long time but then fire, other times it stays cycling.
