Submarine Warfare

I'm looking for a PC game of similar scale of the Compass Games' board game Silent War. Either Pacific or Atlantic. I know about the many ones where you command a single sub but looking for one where you command the whole sub fleet.

Any hints?

War on the Sea, or you could use Sea Power : Naval Combat in the Missile Age and Command: Modern Operations that come with scenario editors that can only be submarine scenarios, but I don't see any developer doing a sub fleet only game.

I'm sure if there was such a game the YouTube channels Wolfpack345 or XTRG will do videos on one.
