Why isn't the AI setting up?

I have been running a couple of AI games to try for another let's play series. I noticed within a couple of turns that their had been no action. So, i saved and cancelled the recording. When I ceasefire, I see that there is a huge clump of all the AI's troops in a corner. This is not the first time this has happened as I keep getting bad AI set ups on all the QB maps. Can I edit the maps to alter the AI plans and still use them for pbem?

Sure, AI plans are only effective when the AI plays a side. For PBEM, they are just disregarded.

Personally, I wouldn't bother with QBs vs. the AI, since it is never going to give you a good battle with the current design.
Also, I'm not sure if you can alter the initial deployment sufficiently to improve it - but it might be possible, I haven't tried.
 
I always try and play on an attack, maybe I should try meeting engagements more. I enjoy the AI and it is a significant part of the game, even when your playing human opponents, the soldiers themselves have tactical AI built into them. It's unfortunate that this core feature is sort of broken.
 
All QB maps are supposed to have at least a basic AI plan for both sides. Some are wonky, though, where the AI for one side just sits, but that may be a function of the type of map you choose. An "Attack" map should have a defense set up for both sides, but won't have any (or very little) movement plans. You play the attacker, and the other side defends. But don't expect to conduct a Meeting Engagement (ME) on an "Attack" or an "Assault" map.

There was also a "reversal of sides" problem with some earlier QBS maps, but I think that was fixed(not sure of that, though).
