If there was nothing more than serving alcohol to minors and there were no other incidence other than a hangover, I think it's b.s. for her to serve any jail time over it.

Totally agree. I don’t know all the circumstances of this thing, but if your child is going to get drunk, I think the best place to do that is in a safe environment like your own home or that of friends or people you know.
