I don't think you're out of supply. A neutral city counts as supply lines, I think...

That's correct -- neutral town/city good enough to be in supply.

From rules:

An army is “out of supply” on the campaign map if it cannot trace an unbroken line of neutral locations back to any friendly major town.
Armies that are out of supply suffer a notable penalty in FOG Medieval battles through their strengths being reduced by 50% of size.
An army located inside the city walls of a Major Town Port or the Capital City is never considered out of supply.

That ends TURN 1 -- unless @Nathangun wants to and is able to maintain a WINTER SIEGE at Lipari.

WINTER SIEGE
A side may choose to maintain a siege over the non-campaigning season during the PLANNING PHASE in both sieges of Major Towns or Capital Cities – with all the hazards and costs that implies.
This is played out by:
1. Besieging side spending 4 GOLD
2. TWO siege rolls are played out (or two siege actions for Major Towns/Capitals with Armies in them – with appropriate strength point adjustments)
3. TWO Siege Attrition rolls with appropriate modifiers and strength point adjustments
A friendly town/city under siege during the PLANNING PHASE does not contribute its GOLD income to that faction’s income total.

I'd like to make a possible addition to the rules:

FORCED MARCH OPERATION
At any time, if a side has run out of MARCH Operation tokens, it can exchange any DIPLOMACY or SIEGE token for a FORCED MARCH operation.

This represents an improvised movement of your army without logistical preparations - trying to live off the land etc .... with all the effects of attrition, desertions etc.

In addition to the normal MOVEMENT DIE ROLL, there will be a FORCED MARCH ATTRITION ROLL.

FORCED MARCH ATTRITION ROLL (1d10):
1 - 2: No losses
3 - 5: Army loses 1 strength point
6 - 8: Army loses 2 strength points
9 - 10: Army loses 3 strength points
